Is it possible to use an iPhone 4S from Germany on any U.S. networks?

Hello,
We have an au pair coming here for a year from Germany in a few weeks, and she is bringing her iPhone 4S with her and hoping to be able to use it here. I think she should be able to use it on wifi but I am wondering if it is possible to "unlock" it somehow to use it on any of our major networks or with some smaller pay-as-you-go companies such as ChitChat Mobile.

If it's unlocked then it will work with AT&T and T-Mobile USA here in the States.

Is it locked to a carrier in Germany? If so,maybe she can as to have it unlocked by the carrier but she has probably already done that.
