Is it safe to use a 2019 15" MacBook Pro charger for a 2017 MacBook?

Yes. The MB takes what it needs not what is available. Both are USB-PD compliant. May charge at different voltage from the supplied MacBook charger, but will not charge at higher wattage.
I do it all the time and have checked above with USB-C meter.
There is an Apple KB confirming as well.
 
I am curious, is there no information from Apple, the manufacturer, available online to answer this question?
