Is iTunes saving my application's data and settings with each sync?

Hello,

I want to make sure that iTunes is backing up my iPod Touch's application's data, game saves, or whatever else is user modifiable.

I went to the folder where my applications are stored on my PC. I check the modified date. Then I plugged in my iTunes and the app that I made sure to change some settings on....it's modified date stayed the same, thus saying it didn't sync the settings.

Can someone help me here? Thanks.
