Is jailbroke + PACAY = Unlocked?

I've read all posts about the diferrence between "jailbroke" and "unlocked" but still not clear about which catergory this case is:

-Phone with 1.01 upgraded to 1.02 using iTunes 7.4.1.2 restore function (this is before the 1.1.1 came out)

-iBrickr + PACAY

-Use phone with the old ATT sim.

My question is can I restore it back to a virgin state to activate with the new legit iPhone plan? or the phone is now considered as the "unlocked" now?
