I have a 2018 15” MBP. The keyboard backlight seems to adjust itself to high brightness when it’s bright in the surroundings, but doesn’t turn on when the surroundings are dark. I’m not sure if they’re supposed to adjust automatically and maybe just has a bad sensor or if they’re not supposed to adjust on their own and I’m accidentally adjusting it with the Touch Bar. Any insight?

It's a feature, and you can turn it off if you don't like it. If you go into System Preferences > Keyboard, you'll see a box that says "Adjust keyboard brightness in low light".

I think Apple should do the opposite: Higher keyboard brightness when dark and off or low when bright daylight. Or at least give the users an option to do the opposite. Who needs keyboard brightness when you have enough light to see the keyboard? I now have to manually turn on the keyboard light when im working in the night. And I want it off during the day. It will help for more battery life.
