I've had a 16GB iPad 3 and found that it wasn't enough for me, so I've been using a 32GB since.

Would a 16GB iPad Mini be the same as a 16GB iPad 3(4)?
For instance, does an app on the iPad 3(4) take up more space on it because of the retina and overall bigger display it needs to fill? So therefore the same app would take up less space on a Mini because of no Retina and smaller space it has to fill?

Just wondering if a Mini would be moderately spacious vs a not so spacious 16GB Retina iPad.
 
Apps are the same size across the different devices. In fact, that's a complaint with folks: having the graphic assets for both regular and retina, that's potentially even compounded for multiple platform apps (iPhone+iPad) bundled in a single package, has caused app sizes to really grow in the year or so.
