I was away for two weeks and stored my white MacBook in my closet. THen I plugged it in to the plug thingy to recharge it. The green light lit up on the plug. But when I look at the right hand side of the screen at the bottom it says "Not Charging." Does anybody know what this means?

Try leaving it plugged in for a day or so, or resetting the PRAM.
Do do that, hold the Command+Option+P+R buttons at startup until you hear the mac chime at least twice.

PRAM has nothing to do with batteries or charging: Mac OS X: What's stored in PRAM
