I've got a problem with my PowerBook battery in which it gets to around 40 - 50% and shuts off. It doesn't go into sleep, but it shuts off completely.

Is this a power management problem, or is it that the battery has reached it's demise?

It's about 2.5 years old, and the PowerBook is 3.5 years old.

Note that it says my battery is NOT charging, when it actually is...

Well your battery is showing its age but shouldn't be shutting off at 40 - 50%.

I suggest you re-calibrate your battery following Apple's guidelines and also perform a PMU reset.
