Is my battery quitting?

I'm at a 689 cycle which from what I've gathered on the internet is pretty high? My charger has been wonky the past few days; no light, right now its plugged in but there's no light and the computer says "Not Charging," but I was at 7% and I'm still going. Should I buy a new charger or battery or both?

my charger slowly went out too, i went to apple to confirm it, they just basically plugged in their charger to show that my charger wasn't working, i would suggest the same, if you battery is doomed, they can put in a temp battery to test that theory too

Is this something that Best Buy could do? (test the battery I mean) I'm in WV and there's no way I can get to an Apple store.

Most likely. Most Best Buys have sections for Apple products only, so yeah.
