Is my character viewer supposed to be missing some characters?

Here's a screen shot of a typical panel of characters displayed in my Character Viewer. This one happens to be for "Lao" in Southeast Asian Scripts. As you can see, several of the characters appear to be missing. If I click on them, they do have names, so it seems like there should be characters there.

Several of the Scripts have these missing characters, and I'm not sure if that's normal or the result of an error during install. I'm running 10.6.1, but the I've had these missing characters since the stock Leopard install that was shipped with my system.

Any advice?
