Is My Ip4 Camera Normal?!?

I was messing around with my camera/recorder a minute ago and noticed something and wanted to see if this was normal...

When on Camera mode and i choose the "on" option for flash it doesn't come on at all..

If I have auto selected then it'll flash when the picture is snapped and when I have flash "on" option it'll flash when photo is snapped..

Now when I use the recorder I can turn the flash on the "on" option and it'll stay on like a flashlight, So j know the flash actually works but just wondering if this is normal

Works just like a normal camera
No need to have a constant flash for a picture
