I bought a secondhand iPhone 4 recently. It's been updated to 6.1.3, unlocked and working perfectly.

Using an app called iFunbox I've been reviewing the contents of the phone. At the top of a tree of folders it says "Thomas's iPhone - iPhone 4 on USB (Jailed)".

Does this mean that it's jailbroken, even though I see no icon for Cydia or Installer? Perhaps this is because the guy before me removed all his contents?

If it's running iOS 6.1.3 and you can restart it without a problem, then it is not jailbroken.
 
Thomas's iPhone = the name of the phone
iPhone 4 = the model of the phone
on USB = connected via USB
(Jailed) = not jailbroken
 
If it says "jailed" why the question if its jailbroken? If you are jailed, could anyone honestly say you broke out of jail?
