I remember when I bought my powerbook (12 inch, 1.3 Ghz) about a year ago that it was usb 2.0. But I was looking at the system profiler and it said my speed was 12 Mb/sec. I thought usb 2 was something like 400 mb/sec?

I am pretty sure that the 1.33GHz PowerBook G4's had USB 2.0.
maybe you just have a USB 1.1 device connected to your USB2.0 port- hence the 12mbps.

So.... why are you looking at Bluetooth adaptor data and assuming it refers to your USB port?

From Apple M9183 12" 1.33 GHz "Two USB 2.0 ports at up to 480 Mbps"
