Is Parallels good for gaming CounterStrike with the 9400M?

I assume by "cs1.6" you mean CounterStrike?
It may be playable, but it is better to use the Boot Camp way of gaming, as the graphics card will be better used that way, as VMs don't really take advantage of them.
