No, PeerGuardian is not a virus. There has never been a Mac OS X virus in the wild.

PeerGuardian is a privacy oriented firewall application. It blocks connections to and from hosts specified in huge blocklists (thousands or millions of IP ranges).

No, it's not a virus, but it's probably not worth installing unless you use a zillion different P2P applications at once. For instance, the bit torrent application Transmission has an option for loading and updating from a blocklist URL, so there is no need to have a separate app take care of that.
