My understanding is that it's basically a fresh restore (except system files aren't repaired) but your jailbreak and firmware version are kept. Have any of you used it? I think I may have to use this just to preserve my 6.1.2 firmware!

The same, but ilex rat is actually on the device, and semirestore is with a computer

Oh. I don't mind having to use a computer (gives a sense that the restore is more "full"). Why not both? Lol. Thanks! By the way, how "clean" is the device after a restore with either? I know that system files aren't touched, but if the device, for example, has a serious issue (like boot loop) or is just super slow, will these restores fix all of that?

it might. boot loop can sometimes be fixed by running evasion again.
 
There are a couple threads here at least which discuss both of these tools and some of the common problems/solutions. I suggest you take a look at those as well. They might be useful if you have questions. I'll see if I can find them and post the links.

And to add, if you're stuck in a boot loop and want to run evasi0n again to see if it fixes it, your device needs to not have a passcode for evasi0n to be run
