I think Siri in the UK will use the male voice that is in the iOS 5 Voice Control (Daniel). I find the UK voices sound way less robotic than their US counterparts for some reason. Even Alex sounds a little robotic in comparison.

That is just an audio track put in over where Siri would normally talk.

The real question should be why is Alex NOT the chosen voice on the iPhone?
