I bought a 2012 rMBP when they first came out and after a few updates the scrolling performance was flawless. For a couple of years and a few updates after that it was also perfect. I've noticed that scrolling in the newer operating systems is a lot more janky. I'm not talking anything major but it's definitely not as fluid and safari in particular has microstutters.

My first thought was my machine was getting old but a trip to the Apple store confirmed (to me anyway) it's not the age of my machine. I've also noticed less smoothness in iOS scrolling as well over the years.

Is 60fps not a priority anymore across the Apple line? Back when my iPhone and MacBook first came out they were smooth as butter.
 
I think it is a priority, for example the ipad pro have 120hz screens.. (120fps and butter smooth)

And metal 2 is proof they try improve the fps on macOS too
