Is technology slowing down?

I found myself asking the question: Is a 2013 Intel Xeon processor to a 2006 Intel Xeon processor the same kind of leap as a 2006 Intel Xeon processor to a 1999 one?

I feel like the 1999 to 2006 leap was much bigger. Am I wrong?

Technology is not slowing, though this specific piece of technology is maturing and the advances seen are less pronounced.
