I saw a lot of samples that people take and it looks much worse than the pictures my iPhone 5 takes even with outside lights. I think even the iPhone 4 takes better pictures in some ways.

What's going on? Did Apple let the manufacture put a terrible sensor on the iPhone?

Can you show some of them? I have 6s and the pictures are definitely better than my wife' 6 and 4s.

5S maybe. 4 or 5, no way. It's mostly low light where the 6S falls apart. Instead of noise, Apple thought people would appreciate an overly aggressive noise reduction algorithm that makes images look like poo.

Is there a way to disable it?
It looks like water painting

Not overly impressed with the iPhone camera. Sure, it's not bad, but hardly any progress has been made since the 4S imo. The Galaxy S6 wipes the floor with any iPhone camera.

They could have given it a 1.8 or 1.9 but stuck with the 2.2. Bad Apple

In what way is the camera worse? What are shooting? I shoot a Nikon D3X and the pictures from the iPhone are just as good.
