I tried ordering it from att and it wants to charge me $36 per month.

$10 is the cost for the service, plus taxes and fees. That's what you'd pay if you buy the watch outright from Apple and put it on your AT&T account.

If you finance the watch from AT&T, they'll charge you the $10 plus the monthly installment for the money they loaned you for the watch.
