Is the AT&T iPhone 4S an unlocked phone?

Most likely it's locked, but you can always request an unlock here: https://www.att.com/deviceunlock/?#/
No, all AT&T iphones are locked unless you requested an unlock from AT&T or bought it full price at the apple store.
did anyone notice, that AT&T now has an unlock policy for people who never had AT&T service in the first place??
They're making it easier for people who purchase locked phones off AT&T customers to request the unlock. However, it can be tricky if you don't know if all requirements were met.
