I'm looking at purchasing the base 21.5" iMac with 16 GB memory, and the 1 TB fusion drive. I'm not a pc gamer anymore. I will only use it for work, internet and use VM software to run Windows. Is the base 21.5" iMac, 16 GB memory,and 1 TB FD good enough for me?
 
yes it is enough if you dont need opengl. So for the next 4-5 years you are good :)

For your usage scenario I would stay with 8GB RAM and perhaps think about going all SSD instead of Fusion.

That's what I did, ordered a base 21.5" with 8GB RAM and 256GB SSD. I have no need for VM, apart from that I will use it for the same things as the OP.
 
I just placed an order for the base 21.5" iMac with the 256GB SSD upgrade and the magic trackpad. I saved $200 for the unnecessary ram upgrade for my usage.
 
I'd get the 16GB ram for VM if I were you. I always max out 8GB running parallels. Thats without much windows software running.

I don't need the use of VM software, because I can use bootcamp or use a pure Windows PC at my home.
