Is the "iCloud Photo Library (Beta)" option new in 8.0.2?

If you go to Settings > Photos & Camera then there is an option to turn it on.

Cool...except for the part about "photos synced with iTunes will be removed"...I'll wait until the beta is done.

Welp. Too late. I selected "Optimize iPhone Storage" and it immediately doubled the size of my photo library. Heh. Still "Updating..." it says.

No it's not new... Was there in a few betas. Some of us got it on iOS 8.0 release; some didn't...
