Is the instant hotspot work with iPad 3 ?

I try to use instant hotspot in my iPad (3rd edition) by share from my iPhone 5c (both upgrade to iOS8). The Bluetooth is on already in iPhone and iPad. But when I go to WIFI setting on iPad it didn't show iPhone instant Hotspot. I try to restore and reset many time but it didn't work. so what other way I should to do?

Try to surf solution in the internet. I think this function was disabled in iPad 3 ,even though it has Bluetooth 4.0LE but Wifi chipset might be unsupported.
