Is the iPhone always on?

OK, I hit the top button and thought that the phone was completely turned off but when I dialed my number the phone rings.....
Is there any way to turn the phone completely off?

No, The phone just goes into a low power state mode.

If you hold down the power button until the swipe-able icon appears to turn off the phone, it won't ring when you call it. Power might still go down, but very slowly.
