Some light photo editing, LR, Photoshop, some Xcode/Python Programming. Now about the storage, how much is taken up by the OS out of 256GB for the base model?

I was considering a 2015 max spec macbook pro but the M1 just blows the old machine out.

If that’s what you use your machine for, M1 is a good choice. I’d pick 512GB if I were you though for that extra core, or wait for more powerful Mac coming later this year.
2015 MacBook Pro is still plenty good. Benchmark is benchmark, real world experience is another story.
 
If you upgrade often get the base model, for long term get 16GB RAM and storage depends on your needs. I personally use 256GB and keep the rest in iCloud
