iOS Is the USB or bluetooth accessible from the SDK?

I was wondering if you can communicate by USB or bluetooth using the SDK.

For example, if the iphone is hooked up to a computer, could you communicate with a program running on that computer? (I'm not interested in wifi)

What about bluetooth? Could I write an application that reads data from a bluetooth device (an OBD-II interface)?
