Scenario: someone has an unlimited ATT ipad data plan but is disatisfied with the coverage. She wants an ipad that can be switched from att to verizon with just a SIM swap.
Is the verizon ipad just what she needs? Will it work only with the 2013 model?
 
Yes, getting the Verizon version is the best way to go about it.

The iPad Air and iPad rMini are totally unlocked, regardless of carrier, and have all the necessary radios to work on each carrier. There MAY be some resistance from Verizon if you try to activate a non-Verizon model on their network, but it is possible to do, and has been done. Still, to take the path of least resistance, just get the Verizon model, and it will work fine on AT&T as well.
 
Yes it's unlocked. I bought an Verizon iPad air and using it on t mobile currently for the 200 mb and it was able to read an AT&T Nano sim as well.
 
It's even more unlocked than the iPhone. You can't access foreign LTE networks with the iPhone, where as the new iPads have a universal chip.

Those are unlocked in the sense that you can put in SIM cards from other carriers and get a data connection. You just might not get the faster speeds, because the radios might be incompatible for those speeds.
