Is there a downloader app for iPad that will download to dropbox?

Need more info. What sort of files? Do you mean upload to Dropbox?
There are a load of file handling apps like Trackr and AirDisk which could possibly do what you want, and some apps already integrate quite well with Dropbox ( eg you can load books straight into iBooks from your Dropbox folder), similarly photos etc.

Check out Goodreader. It has very good Dropbox integration.

i don't understamd the op's question.

assuming they really mean download, like download from the web, then dropbox is an app that doesn't browse the web, so you'll have to download something into your browser first (icabmobile does this really well) and then move it from there to dropbox. there is no way to download directly into it. this is pretty much how you have to do everything on a regular computer as well. but, the extra step is no big deal.

Yes, Palpatine answered my question (I think). I'm looking for a web browser that will let me download files from the web into my dropbox.

As palpatine said, iCab browser can download files and transfer them to DropBox. It can also do wireless file transfers from another computer's browser. I use this feature regularly to get files from colleagues computers. It is much faster and more immediate than email.
