I'm looking for an app that I can have folders/albums in, where I can manage on my computer, and put say 30 photos from a vehicle or trip or project or whatever from my computer, arrange them in a folder or album and that app syncs with my iPhone, so I can flip through them for reference now and again on my phone, sort of how you would do with files on DropBox, but I want to be able to flip through the photos, which as far as I know you can't do.

Maybe there's a feature with Evernote, DropBox, or iCloud that I can do this with that I don't know about- if there is, please let me know. But to be clear, I don't want to do this with my Photos app in iCloud, I want this to be separate from Photos, and I don't want to use Google.

I have paid storage in iCloud and currently use iCloud drive, but it keeps photos in folders- I can open them up on my iPhone, but I can't flip through them one to the next like an album.... I can only open, look, close, open the next, etc... this is my main problem with just using a folder in iCloud.

If there is something I should be doing differently so I can have an album-like folder of photos on my iPhone, let me know- I'm happy to pay for apps or storage or whatever, and I realize it's also possible I'm not using an available function on something to be able to do this.

I use Photo Manager Pro for hosting my photos on my iPad in a more folder-like manner (I hate the Photos app). It also allows you to add connections to external cloud services like Dropbox and OneDrive. With a connection established, you can access folders on the remote service and flip through photos just like they were on the iPad locally. Works great.
