The standard 1080p HD camera of the iPhone records in a bitrate of around ~20-25mbps which is sort of really high. I just wanted to know if there was a jailbreak tweak that could make an iPhone record video at around 5mbps instead to save space and unnecessary waste of storage capacity on the phone?

I don't think there is such a tweak but the Appstore has several apps that will allow you to change the size. The one I use is Filmic Pro. It allows you to change the bitrate down to 12mb/s and all the way up to 50mb/s.
 
Check out CameraTweak in Cydia.

Unfortunately, it doesn't let for changing the bitrate, "only" the resolution. (Of course it uses the default bitrate with the selected resolution.)

As stated above, some AppStore apps allow for doing this. Nevertheless, I'd go the JB'n way as it's the only way to stick with the stock Camera interface.

To change the 1080p bitrate, use my tool at https://forums.macrumors.com/threads/1538193/ , it directly allows to change the bitrate in the default view (just make sure you stay with the 1080p setting on the left). Assuming you have an iPhone 5. If you have another model, let me know and I try to update my pre-iOS6 3gs / iPhone 4/4S versions to iOS6 faster.
