I use a 2011 Macbook Pro with the RAM maxed out to 16GB, which was a big nice upgrade. But it's starting to show its age and the USB ports are becoming tricky to use.
Is there any notebook that is still upgradeable?
 
No, there isn't. You'd need to decide on how much RAM you want to have for the life of your machine. The 16" MBP is available with 16, 32 or 64GB of RAM.
 
The last ram upgradable MacBook was the generation from 2008-2012 I believe. The only thing that was upgradable between the 2012-2015 model was Apple’s version of the M.2 SSD. Since 2016 I think the storage and ram has been soldered to the board.
