Is there a program that converts Pics into Icons for Tiger??

I want to convert some images to icons for my mac (.icns format) How do I do it? Is there an app? Thanks!

just copy the picture you want to make an icon out of, get info on any file or folder, click the icon in the get info window, and paste.

Yes I know how to do that, but I've downloaded some icons in .icns format and can't apply them to the app I want doing it the way you commented. That's why I'm looking for a simple app that can convert those files into an icon usable with the OS.
