Is there a reason why I can't get my full 5GB in iCloud?

Is there any way to completely erase the iCloud account and start afresh?
I can *apparently* delete all backups and yet I do not go back to my full 5GB of available space, the figure is 4.9GB when all back-ups and all devices are deleted.

Documents in the cloud and Mail also count against the 5GB of storage.

I'd check iCloud.com and make sure you have nil in it.
