My friend set up her mbp, but now wants to change her short home folder name so I was wondering whether there was a safe way to change someone's home folder name?
 
Best thing to do is probably to create a new user and use that instead. Make a new admin user, and a new normal user with the name she wanted to use. She should use the normal user, and should only log in as the admin user to install software or to troubleshoot. Also, she can delete the unwanted user, folder and account, when logged in as the admin user.

What do you think, folks? Good advice? I'm curious to know.

I am interested to hear why you believe she should not use the admin user as her primary user? I have heard a few different rationales offered, but based on my experience I have never encountered an issue with using admin as my primary user. But, that does not mean it is right, although the rationale for stopping would need to be significant in order for me to give up the ease of control by being logged in as admin.
