Is there a SBSettings Toggle for Personal Hotspot?

Incorrect.
You want the "Tethering" toggle. Not to be confused with the "Tether" toggle (there are two)
unless it's been updated within the last 2 weeks, it doesn't seem to toggle the WiFi part of the native tethering. USB works without a hitch though, and I haven't tried out the bluetooth.
Note that I'm also using TetherMe to activate tethering on my iPhone 4

Hmm it hasn't been updated but I constantly have Wi-Fi on
I think you missed the point of the post you quoted. Even if wifi is on, the "Tethering" toggle does not initiate hotspot via wifi. I have found that you have to go to the settings app and actually go to the hotspot settings to get wifi connection to work. It's a small quirk that I hope they can work out.
As mentioned, the USB hotspot works fine with the toggle. Bluetooth works as well.

Yeah, looks like there are a couple half-bake options, but would be really nice to have a toggle for the native Wifi Hotspot tethering. Since I'm not on AT&T, it's a better option as it doesn't cost anything, and works flawlessly integrated with the OS. I just wish someone would write a toggle so I could just click it on and off without going into settings.

I really miss MiWi.. my GF doesn't have a data plan, and it's a pain to turn my Personal hotspot on an off all the time.
I turn it on when we go out so she has internet.. but when we're at home, I want her to connect to the home WIFI not my phone.
maybe I need a preferred network option on her iphone.. hum..

I Agree. Sucks to have to go to settings. Activator helps but I want a SB settings toggle.
