I wouldnt mind switching my themes more frequenty and I do have multiple themes but the problem is some themes have icons themed that others dont. so instead of fixing the theme and adding the icons when I apply the theme can it just load it as a layout that i wanted. example would be if on me elite theme i have instagram and twitter on my springboard and I want to apply the "fuel theme" and when I apply it it doesnt have instagram or twitter theme so i want it to take those icons off the springboard and into a folder and substitute it for other icons that are themed, because it gets way too time consuming to move icons around for icons that are themed.
 
If you build a folder into every theme for the icon substitutions you want in each theme, the answer is yes. You could them save each theme as a full package and swap thru Winterboard as desired.
