Is there a way around IOS 7 when restoring to unlock?

I got my 4s (ios 6.1) unlocked from AT&T and want to restore to fully unlock w/out going to ois 7. Will doing the in phone restore unlock my phone completely or is the only way to completely unlock my iphone is go through itunes and be forced to update to ios 7?

Has any actually gotten the "Your phone is now unlocked" message when restoring through the settings in the phone?

unlock happens when activating your phone. Activation happens both when restoring through itunes or when doing erase and delete all settings through the phone. I think you are fine doing the latter.
