Is there a way in mac to restore default settings like when it was installed?

Apple sent me a broken osx dvd, i downloaded leopard but i have problems buying dual layer disks in my area.

My settings are ****ed up voice over for everything, tripple taps for keys , some asian language and a whe host of other problems.

Im a mac noob but love it over windows. I done all this while high

Also my mac has the spinning update logo for bout 5 minutes everytime i turn it on?

Anyway of restoring default settings or reinstall leopard without a dual layer disk or external hd
