iCloud Is there a way to back up iCloud Photos Library without downloading all the originals on any device?

I want to keep a backup of my iCloud Photos Library but my devices dont have enough storage to keep the whole library on them anymore.

Is there a way to back it up onto an external drive? How?

And is there a way to do this so that I do NOT have to always use the external drive whenever I want to access the Library? (I just want to pmug in the drive to back up everything, not every time I need to access the files)
