Is there a way to change what folders Mac uses? SSD optimization?

I know Windows lets you change the location of the users' downloads, documents folders.

I was curious if macOS can do that also? Trying to optimize my SSD space and usage, so any other tips would be useful also.

Yes, just drag them to where you want them. Unless I'm misunderstanding your question.

If I understand the OP correctly, they want to be able to direct the OS, as a setting, to where documents and downloads get stored by default.

The location for the downloads folder is on an app-by-app basis. You will need to go into the app preferences and change where it downloads files to. I think it would also be the case for the documents folder as well.
