I know Windows lets you change the location of the users' downloads, documents folders.

I was curious if macOS can do that also? Trying to optimize my SSD space and usage, so any other tips would be useful also.
 
If I understand the OP correctly, they want to be able to direct the OS, as a setting, to where documents and downloads get stored by default.

The location for the downloads folder is on an app-by-app basis. You will need to go into the app preferences and change where it downloads files to. I think it would also be the case for the documents folder as well.
