iPad Is there a way to disable horizontal scroll in Safari?

I can disable horizontal two-finger scroll on OS X.

Sometimes when I'm scroll vertically in iOS it unintentionally moves horizontally. I'd like to only enable horizontal scroll on the edges and not the middle of the screen.

I'm sure there isn't a way to do that in stock iOS. It might be possible to create a jailbreak tweak that does that, but I'm not aware of any existing tweaks for this.
