I think there are two good ways to do this.

Ideally, I would like to be able to open expose, mouse over a safari window, and it fan/grid the tabs contained within, rather than click each individual one to find the one I am looking for.

Or just from a safari window, fan/grid the current tabs.

Is there a way to do this?

Am I posting enough information to express my need?

Any apps,hacks that act in this manner, or that can accomplish this?

it would not surprise me this is part of stock functionality with a simple terminal comand, but i am having difficulty finding anything on the topic.

Would be a bit surprised if it was already part of the expose feature, seems quite specialist. You must have a lot of safari pages open!
 
Researching, and searching makes a organized mess!
Everything is associated to its respective window, but finding the single page can be confusing when there are so many open simultaneously.
 
I can imagine! I'm sorry I couldn't suggest anything useful, I would be interested to know if anyone else has an answer though.

There are so many niche tools I have seen , just what I envision, and how it would work, just seems something like this would have been constructed already.

I mean, you could see the need for such a tool right?
Or even the usefulness to someone with a single safari instance open with ~10+ tabs?

I mean even if you could hold “option” and mouse over the tabs and have them switch would be awesome, and very helpful?

I don't know of a terminal command, however there is a safari extension called Exposer, that comes close to what you'd like. If you go onto the Safari Extension Gallery it's the 4th one down. It's not brilliantly polished and can be a little skittish but it mostly gets the job done.
