I have a 20GB data plan. I'm not worried about overages. Is there a trick that would enable syncing iCloud Photo Library over cellular?

I can understand Apple not being blamed for people getting overages because of this, but it's not hard to put in an "Are you absolutely sure?" dialog that explains that the additional data usage may incur charges. They're playing it too safe completely removing the ability to do this.
 
This is the one thing of iCloud Photo Library that annoys me. All the other backup services - OneDrive, Dropbox, Google - let you upload over cellular. Why Apple so rigidly enforce this wifi only restriction baffles me. I have unlimited data so would love to be able to have my photos (I can live with video waiting for wifi) uploading as I take them to the iCloud Library

But to answer your question I don't think there is a way of doing it without jailbreaking
