Is there a way to only transfer photos and videos from one device to another?

I have an older iPhone 4 and it's running iOS 7. I got an iPad Air 2 recently and all my stuff automatically transferred via iCloud, except for my photos and videos. I think this might be because the iCloud from iOS 7 isn't compatible with the newer iCloud from iOS 9 (It gave me a message that I had to update my notes to make them compatible with the newer iCloud). Anyway, I want to transfer my photos and videos from my iPhone to my iPad but ONLY the photos and videos. I talked to Apple Support and they told me to do a complete backup and restore but I only want the photos and videos transferred over. Is there a way to do this?
