You can use your iPhone to download the WatchOS. I think this can be done via cellular connection if you allow it. Once that is done, iPhone can send update to WatchOS.

I’ve been trying, but it doesn’t get past estimating time remaining.

I would have thought it was possible?

I can update my iPhone via cellular.

I'm thinking that for the phone to transmit the update to the watch, it uses wifi. If it tries to do it just through Bluetooth, it'd take forever.
