I've been looking around with no luck, I was wondering if any of you knew of something like this. The best way I can describe it is sometimes when you're watching a basketball or football game, they'll show a replay, pause the video, draw on the screen with a stylus to help illustrate and explain plays, and can resume playing the video afterwards.

Is there currently an app out there like that?

I'm a marching band teacher, and we film our field show at the end of each week so all us instructors can go back and review it for things to work on the following week. I already have my drill charts in GoodReader (which I can mark up with a stylus) and those videos in the Video app, but it would be nice if I could pause the video and draw right on the iPad when discussing issues on screen that need fixing.
 
You're describing a telestrator, which is what people like John Madden use to show the various positions and plays in football games.

I've often wished for an app like this as well. It seems simple enough to do. Simply have the app play video in the BG and allow users to draw in realtime over it. The timing and coordinates of that user's drawing are then rendered in the final version which can be edited to change line width, color, etc. (Similar to how Screenflow allows users to change aspects of their screen record session afterwards).

Of course, the simplest ideas are often incredibly complex to actually execute. I suggest taking this app idea and putting it on http://appreque.st/ . That will give it a permanent home online for other developers to see and for you yourself to share with people online.
 
The first one of those two seems like it would suffice for my needs, but it seems like they've been in testing stages forever. Their Twitter updates have stopped since May...

You can pause a video, draw all over it, erase it and continue. It is called DemoHelper and I believe it is free.

Works on Windows.

I've just downloaded and played around with the free one for a bit. Simple, and sufficient for what I need it to do. Haven't gotten Coach's Eye yet... it looks fantastic and even better at what it does, but I'm a bit more hesitant to spend $4.99 when the most recent reviews are awful... something about the licensing? Do they really use your videos elsewhere?

If it were just videos of me, I probably wouldn't mind, but the thing is our marching staff would be using this at a school. With students. While we have them sign a photo/video release form for school purposes, I don't think something like this would be covered...
