Is there an app that can cut a video in half?

I use Plex, and it counts hour-long tv episodes as two episodes instead of how downloading them counts them as one. So for Plex to have the correct metadata, I need to cut them in two.

Is there an app that can do that? Preferably without converting .MKVs and losing quality?
