No, never with an app. It's only possible as after-jailbreak tweak but I don't think it's likely someone will do that.

According to me It is not possible there is no app for this until you Jailbreak tweak. and yes there is also an JB app for it. but i will not recommend you to do that.

Jailbreaking is absolutely safe and highly recommended unless your iPad is mission critical (must be up and working 100% the time).
